GROUP DESCRIPTION

The ETIS Direct Carrier Billing (DCB) Working Group is focused on bringing together and developing the European DCB ecosystem through trusted, peer-based collaboration.  The group provides a non-commercial environment where telecom operators — and occasionally selected partners — engage in open, experience-driven exchanges. 
 
Members deep dive into practical and strategic aspects of DCB, including regulation, security, technology, user experience, and business models. Discussions are grounded in real-world implementation, with a focus on challenges, lessons learned, and forward-looking insights that support the evolution of DCB across markets.

KEY FOCUS AREAS: 

  • Regulatory and Compliance Challenges:  Navigating the evolving PSD3/PSD4 landscape, aligning with EU and national policies, and adapting to increasing regulatory and market pressure on DCB operations.
  • Security and Fraud Prevention:  Sharing best practices in anti-scam techniques, fraud scoring, blocking high-risk transactions, and combating social engineering through user education and cross-operator frameworks.
  • Customer Journey & Market Development:  Enhancing the DCB user experience through smoother activation, service integration, and platform incentives. Exploring retention strategies and new payment models, including agent and hybrid services.
  • Technological Trends & Standardization:  Advancing API and platform interoperability, particularly through initiatives like the Camara Project. Addressing major integration efforts with app stores and platform providers (eg, Apple, Google).
  • Market Dynamics & Competition:  Tracking market performance across regions, competitive threats from alternative payment solutions, and strategies to stay relevant amid evolving user expectations.
  • Revenue Growth & Business Models:  Exploring case studies and monetization opportunities, especially in digital content and subscriptions. Using analytics to identify and target high-potential user segments.
  • Collaboration & Partner Ecosystems:  Overcoming integration and commercial barriers in cross-border DCB partnerships. Supporting joint innovation through multi-country operator collaboration.
  • Benchmarking & Performance Measurement:  Establishing shared KPIs on fraud prevention, adoption rates, and revenue impact. Leveraging benchmarks to uncover operational trends and areas for improvement.

PARTICIPANT PROFILE:

The group brings together professionals who are directly responsible for DCB strategy, operations, and implementation within their organizations. Typical participants include:
  • Heads and Directors of Carrier Billing
  • Senior Managers overseeing DCB products, partnerships, or compliance
  • Experts in mobile payments, fraud prevention, and digital service monetization
  • Product Owners and Technical Leads involved in DCB integration
Most members represent telecom operators, with occasional participation from selected partners and industry stakeholders.

HOW WE WORK:

  • One In-Person Meeting per Year:  Held every June, this full two-day event offers deep-dive discussions, hands-on knowledge sharing, and peer networking in a confidential setting.
  • 4–6 Online Activities per Year:  We host targeted webinars, roundtables, and knowledge exchanges tailored to member needs. Formats include:
    • Peer-Led Knowledge Exchanges : Showcasing projects, lessons learned, and innovation stories.
    • Expert Sessions : Insightful talks on emerging trends, tools, and methodologies.
    • Benchmarks & Surveys : Anonymous data comparisons to uncover trends and best practices across the telecom sector.

GROUP COORDINATOR:

The Direct Carrier Billing Working Group is coordinated by  Ruxandra Cioban (rc@etis.org) , who facilitates all activities, supports member engagement, and ensures smooth collaboration across the group.
