Session 1: "Introduction and Roundtable + Company Updates"

Goal: Welcome speech and agenda overview, followed by a roundtable where all participants introduce themselves (only name, company, role).

 

Company Updates (part I), 80'

 

Goal: Each company is allocated 3 minutes to present what threats you focus on and major updates to most recent strategy or plans you made . Also delivering expectations from this 2-day meeting. New members in the group receive a longer time slot, if requested.

 

A Power Point Template to fill in will be circulated to all members in advance of the meeting. Members who presented their update in Athens (June 2025) are asked to only present news since June.

Session 2: "What to include in our Business Continuity Plan regarding hybrid war"

Format: Roundtable discussion

 

Goal:

  • Understand how telcos could be better prepared to cover the ‘observation’ phase, before an actual attack or sabotage of infrastructure
  • What can we learn from Ukrainian telcos? (remote presentation?)
  • Other?

Session 3: "JOINT SESSION - BCWG and SAWG: Creating and Facilitating a Business Continuity Awareness Campaign"

Part I - Roundtable introductions & expectations

  • This is the first meeting of 2 groups together, a few introductory words about yourselves would go a long way, along with your expectations of this workshop

Part II - Format: Workshop + presentations

 

Goal: Successful BCM awareness campaigns are being executed in telcos around Europe. This is an opportunity to share the best practices in the field amongst 15+ telecom operators' representatives.

 

Workshop in two groups:

  1. BCM specialists in each group present the challenges they face when spreading awareness, and note these on a white board, 30'
  2. Then, groups come together and each presents the findings, 5' + 5'
  3. Roundtable discussion on how awareness teams can support future efforts + presentations of successful campaigns (see below)

Goal: Based on experience from telecom operators in Eastern and Northern Europe, ETIS members are invited to discuss how to rethink and bolster the concept of resilience.

Goal: Each member reports on at least 1 incident from their organisation, related to the mission and vision of our group. A Q&A session after each input helps members better understand the issue.

Goal: Co-create a shared matrix of impactful actions (technical + policy + operational) to guide next-phase investments.

  • 30 min is allocated for each breakout group discussion

10' Roundtable at the end: every attendee is asked to reflect on the last 2 days and come up with at least 1 topic to address in the next BCWG meeting in Riga, 28-29 May 2026.

Event Context and Expectations

This workshop is a collaborative knowledge-sharing event, where success relies on active preparation and engagement from all participants.

  • Participants are invited to prepare a 15-20 min presentation relevant to one of the main sessions (ideally addressing one or more of the suggested topics within that session).
  • Topic selection confirmation with the organizer by early January 2026 and final presentation submission by late January 2026.
  • Meeting is held under Chatham House Rules, following ETIS confidentiality and anti-trust policy which is distributed to every attendee.

This event is partly sponsored by ETIS and its partners. Lunch & coffee breaks are free of charge, as is the evening activity. Dinner on day 0 is at participants' own expense, while the Dinner on day 1 can be sponsored (TBC). Participation is free of charge.

Participation is open to ETIS member companies (and guests with special invites), and attendees are expected to actively contribute to discussions and presentations.
